With reference to the enclosed correspondence.
relative to the liability of houses rented by the War Department at Hong Kong for Military purposes to asserment for local rates and texel, which has been forwarded to this Office by the General Officer Commanding in China and Japan, I am directed to request that; the Duke of Buckingham and thandos to favour Sir John Pakington with his opinion subject, expecially adverting to the Attorney General's litter of 12th April 1865.
